APCO Project-25 Trunked Radio System for voice and data operations for the Illinois State Police. Motorola will install, operate and maintain this ASTRO 6.3 compliant system. Other state, county and local users are invited to join the system as it is implemented to improve interoperability concerns. Agencies that donate their existing 800 MHz frequency pairs to the system will receive substantially reduced rates for air time.

What Scanner Do I Need to Monitor StarCom21?   Updated 11/9/08 !!!

To monitor SC21 you need a digital capable scanner. Both Uniden and Radio Shack make these but they differ on what capabilities they have.  Here is a list of the various digital scanners, and what each can do on SC21. There are no other scanners available that can monitor or track SC21 than those listed.

The Radio Shack Pro96/2096 & GRE PSR500/PSR600 display tower ID's in a different format than used by Uniden's BC396 and 996. Most references (including RadioReference.com and CARMA) use the Uniden style of tower ID's. The ability to display Tower ID's allows listeners to determine range and distance as well identify the system being monitored.

Note 1: RS Pro96 & 2096 can be modified to hear 700 MHz. communications after a software mod with Win96 (www.starrsoft.com) but will still not track 700 MHz. sites.

Note 2: BC250 & 785 can monitor digital audio on 800 MHz. sites, but will not track StarCom21.

Note 3: Uniden BC396 and BC996 as well as GRE PSR-500 and PSR-600 can monitor all StarCom21 sites.

Note 4: Digital AGC on, P25 Threshold of 9, P25 Response Time and P25 Reference Gain both to -2

St. Clair County maintains a separate system, but an integral part of SC21.  McHenry County appears to be having a similar situation.  Champagin County MDICE will not be part of SC21 but will have some sort of intergration with SC21 by Motorola.

Listed by State Agencies, ISP Districts and then by County. Other miscellaneous agencies also will have their place.

"Display ID" - This field is currently being used as a short ID for Scanner Text Description (used with Win92/97, etc). A new field will be coming to the database and the info moved to there. The "Display ID" will then appropriately be used to show what is actually shown on the radio display for that talkgroup.
