SC21 is an APCO Project-25 Trunked
Radio System for voice and data operations for the State of Illinois.
Motorola will install, operate and maintain this ASTRO 6.3 compliant
system. Other state, county and local users are invited to join the
system as the wish. Ameren operates on some sites and have also
licensed their own frequencies to add to the system.

personally have a GRE
PSR-500 & and Pro-106. I no longer have a BCD-396T.
You need a digital capable scanner
(APCO-25). Both Uniden and Radio Shack/GRE make these, but they do
differ on what capabilities they have.
Here is a list of the various
digital scanners, and what each can do on SC21. There are no other
scanners available that can monitor or track SC21 than those listed.
NOTE: If you are in an
area swith a SIMULCAST sites, the Uniden Bearcats have been recommended
by most to monitor SC21. Otherwide the Radio Shack and GRE
Versions work GREAT on all other sites and easier to program.
(This is not saying the RS/GRE's will not monitor Simulcast sites)

The StarCom21 contract with the
State of Illinois guarantees coverage across 95% of the geographic
area of the State with a mobile radio (vehicle mounted). In addition,
there are certain metropolitan locations across the state that
provides in-building portable radio coverage. The in-building
requirement is to provide radio coverage into a small commercial
structure or home. The areas include: McHenry County, Lake County,
Kane County, Cook County, DuPage County,Will County, Rockford,
Moline, East Moline, City of Kankakee, City of Peoria,
Bloomington/Normal, City of Champaign, Decatur, Springfield,
Carbondale, and East St. Louis. Keep in mind portable coverage is
also possible if you are located near one of the 186 planned tower
sites. Coverage in heavier buildings may be achievable, but is not guaranteed.
